As Detroit's emergency financial manager gets set to begin negotiations with creditors, reportedly offering as little as 10 cents on the dollar, Plunkett Cooney bankruptcy attorney Douglas Bernstein says next week's meeting will determine whether the city and its creditors are on the "same page or the same chapter" in this ongoing financial crisis.
